According to its press release which was posted in the Vientiane Times on September 11, 2009 by Ekaphone Phouthonesy: Lao expatriates will be banned from taking part in political movements, will not have the right to vote and cannot be elected to the National Assembly.

“When you were born in a country, you are banned from taking part in political movements, you have no right to vote, and cannot be elected to the office (national assembly) of the country, why should you become a citizen of that country. If it is just for investment and/or development, it is not necessary to become a citizen, you can invest in any country around the globe as long as you have enough money,” said Col. Wangyee Vang, General Secretary of the Laos National Federation for Peace, Democracy, and Prosperity.
